SCL-AD treats semantic context as a versioned build artifact: derived from code with compiler accuracy, stored in a governed registry, and delivered to GitHub Copilot through copilot-instructions.md and MCP. The target is 40 to 70 percent less token spend per task, fewer hallucinations, and code that passes review on the first attempt.
